Development in transition 

In more than half a century of history, Brazilian development financial institutions (DFIs) have played a central role in the efforts that have transformed Brazil into one of the largest and most diverse economies in the world. Throughout these decades, more than 30 public and cooperative DFIs, acting at national and subnational levels, have been key elements in the implementation of financing policies aimed at achieving the public objectives of transforming economic, social and technological structures. 

In these first twenty years of the 21st century, the challenges of climate transition and the growing social demands for inclusion and promotion of diversity have stimulated the repositioning of a vast array of public policies, in line with ambitious objectives and goals, agreed on at the global level. For Brazilian DFIs, it is a matter of once again making a commitment to act as vehicles for structural transformation, redirecting investments toward a more sustainable and inclusive economy. 

In the financial system, technological and regulatory innovations multiply the instruments available to financing policies, while expanding bank disintermediation and requiring greater efficiency and agility. In view of the significant increase in global markets’ liquidity, such innovations should help to channel private resources to sustainable development projects. Agendas such as blended finance integration of social and environmental risks into the financial sector may help turn the game around. 

How can we design policies that respond, in a coordinated manner, to all these different transitions? How can we navigate global geopolitical challenges, transformations in the financial sector, climate change agendas and social demands for greater inclusion and participation, to reposition Brazilian development in the 21st century? What is the role of Brazilian DFIs in connecting international, national, and subnational actors to ensure that such policies meet the particularities of different sectors, social segments and territories? 

Organized annually by the Brazilian Development Association (ABDE), the Development Forum brings together Brazilian DFIs, federal and subnational governments, international organizations, civil society, and experts, with the aim of promoting dialogue in order to collectively formulate development agendas and drive Brazil’s economy and society into the future. ABDE understands the importance of dialogue in securing successful outcome for DFIs’ initiatives and invites all interested parties to offer their contribution to the debate.
